City Hall relation with urban gardens

I'm Felipe Jardim, Brazilian, PhD. candidate in Urbanistic Law vinculated to UniJena.
I'm researching about urban community agriculture in Brazil and in Germany so, please, I would like to ask what is the role of the Berlin's City Hall for the urban gardening: financing? oversight? taxation? law regulation?

PS: Here is the abstract of my project:

Scientific reports diagnose increasing destabilization in food production due to climate change. Furthermore, the world's growing (urban) population demands more food. Responding to the worsening food crisis in a sustainable, healthy and democratic way while protecting workers' rights is one of the challenges of all the world for next decades. Among pertinent experiments in local action, the urban agriculture of the Hortas Cariocas Program stands out as a socio-environmental resilience public policy project of the city of Rio de Janeiro, since 2006. Parts of its sustainable urban production of fruit and vegetables are donated to schools and Rio's residents, while another part is sold to generate income for the workers involved. Since the onset of the Covid-19 pandemic, the program has begun donating its full production volume (about 82 tons of food in 2020) to contribute to the right to healthy food for the poorest. The paper presents a case study on this project elaborated from documentary analysis (legislation and scientific/public reports), field observation and the collection and analysis of data provided by the City Hall, with the goal of monitoring the cited public policy in its legal dimension as part of a doctoral thesis research. It analyzes the program's contributions to the realization of human rights as well as to the achievement of the Sustainable Development Goals, finding that such schemes have the potential to make the development of cities more socially resilient using low-cost actions and tools, despite some flaws in data transparency and possible legal uncertainty. As a second case of local action, the research will expand the exploration to urban agriculture projects in Berlin/Germany (data not collected yet) to contrast with Rio's case. It presents the similarities and differences in the legal status, social functions and contributions to sustainable development and human rights of urban agriculture in these very different settings, indicating possible avenues for legislative support.

i wrote my master thesis on urban agriculture in Rio over 10years ago.

Honestly back in that time I didnt get a very good image of the hortas cariocas program. It seemd to me a typicall example for "assitencialismo" and other "problems" of the local government. I would recommend you to check http://aspta.org.br/programas/programa-de-agricultura-urbana/ they have a very rich experience in urban agriculture in Rio de Janeiro.

Regarding your question i would recommend you to do a literature review there are plenty of studies on urban agriculture in Berlin/Germany you will find a huge amount of information. you can start searching here:
